Heroes that counter Moren in lane include: Stuart, Elsu, Toro, Taara — heroes with kits suited to specifically punish him, preventing Moren from farming gold comfortably.
In combat and gank situations, pick Yue, Gildur, Volkath, Zanis to close in, control, and/or deal fast damage from range, making it very hard for Moren to comfortably unload bullets into the enemy formation.
