Tulen blinks at extreme speed, dealing magic damage at both his starting and ending locations (a victim hit by both takes only 50% damage on the second hit).
If an enemy is continuously affected by this skill within 5 seconds, they are slowed by a decaying 90% movement speed. Additionally, each target hit only takes 1 stack of the Thunderbolt effect.
This skill can be stored up to 3 times, with a 2-second cooldown between consecutive casts.
